高新技术企业创新能力评价，是一个百分制的评分过程，也是高新企业认定工作中最重要的部分。各级指标均按整数打分，满分为100分，综合得分达到70分以上（不含70分）为符合认定要求。<br />
具体分值分布为以下四项：知识产权（&le;30分）科技成果转化能力（&le;30分）、研究开发组织管理水平（&le;20分）、企业成长性（&le;20分）。处于如今的时代大背景下，想要突破70分，企业必须得在专利上下功夫了。<br />
发明专利&ldquo;很重要&rdquo;<br />
专利类型为：发明专利属于I类、实用新型和外观设计专利等属于II类。1项及以上发明专利等I类知识产权最高分为8分，而5项及以上II类知识产权最高分只有6分。<br />
值得注意的是，有效的I类知识产权可以多次使用于高企申报，而II类只能用1次。由此可见，对于企业而言，发明专利占据着不可替代的位置。<br />
&nbsp;<br />
专利数量&ldquo;不可少&rdquo;<br />
根据企业科技成果转化总体情况和近3年内科技成果转化的年平均数进行综合评价，想在这一项得满分，3年的知识产权数量需要15项以上。<br />
并且同一科技成果分别在国内外转化的，或转化为多个产品、服务、工艺、样品、样机等的，只计为一项。已经不能再用一个知识产权转换出多个成果转化。看到这里是不是一阵莫名的心痛，看来企业想要获得高新技术企业认定，并非一朝一夕之事！<br />
&nbsp;<br />
专利匹配度&ldquo;不容小觑&rdquo;<br />
假如企业自身没有知识产权，可以去购买其他所有权人的知识产权。但是需要明确的是知识产权获得方式不同，得分也不同。即有自主研发的可得1-6分。仅有非自主研发的只能得1-3分。<br />
当然，并非所有的企业都会投入经费进行自主研发，所有购买专利不失为获得高新技术企业认定的有效方法。企业如果完成以上三步，并如期获得高新技术企业认定，会获得哪些优势呢？<br />
1、享受税收减免优惠政策<br />
凡经认定的高新技术企业，其企业所得税税率由原来的25%降为15%，连续三年，三年期满之后可以申请复审，复审通过继续享受三年税收优惠。<br />
2、国家科研经费支持和财政拨款<br />
经认定的高新技术企业可凭批准文件和《高新技术企业认定证书》办理享受国家、省、市有关优惠政策。<br />
3、国家级的资质认证硬招牌<br />
高新技术企业不仅能减免企业所得税，无论对于何种企业都是一个难得的国家级的资质认证。<br />
4、提升企业品牌形象<br />
高新技术企业的认定，将有效地提高企业的科技研发管理水平，重视科技研发，提高企业核心竞争力。<br />
5、促进企业科技转型<br />
创新是企业发展的根本动力，高新技术企业认定政策是一项引导政策，目的是引导企业调整产业结构，激发企业自主创新的热情，提高科技创新能力。<br />
6、提高企业市场价值<br />
