有机食品是指来自于有机农业生产体系的食品，有机农业是指一种在生产过程中不使用人工合成的肥料、农药、生长调节剂和饲料添加剂的可持续发展的农业，它强调加强自然生命的良性循环和生物多样性。有机食品认证机构通过认证证明该食品的生产、加工、储存、运输和销售点等环节均符合有机食品的标准。值得注意的是，目前有机认证机构众多，一些认证机构只要花钱就可以出具有机认证资格证书，严重扰乱了有机食品市场的正常秩序，相关部门正在清查，因此理事长在选择有机食品认证机构时一定要注意核实，该认证机构是否经过中国国家认证认可监督管理委员会（CNCA）、中国合格评定国家认可委员会等权威部门认可，拥有正式批准号等。下面以农业部主管的中绿华夏有机食品认证中心（简称COFCC）的认证流程为例，说明申请认证有机食品的工作程序：<br />

<strong>（1）申请。</strong><br />
&nbsp;<br />
① 申请人填写《有机食品认证申请书》和《有机食品认证调查表》，下载《有机食品认证书面资料清单》并按要求准备相关材料。<br />
&nbsp;<br />
② 申请人提交《有机食品认证申请书》、《有机食品认证调查表》以及《有机食品认证书面资料清单》要求的文件，提出正式申请。<br />
&nbsp;<br />
③ 申请人按《有机产品》国家标准第四部分的要求，建立本企业的质量管理体系、质量保证体系的技术措施和质量信息追踪及处理体系。<br />
&nbsp;<br />
<strong>（2）文件审核。</strong><br />
&nbsp;<br />
① 认证中心对申报材料进行合同评审和文件审核。<br />
&nbsp;<br />
② 审核合格后，认证中心根据项目特点，依据认证收费细则，估算认证费用，向企业寄发《受理通知书》、《有机食品认证检查合同》（简称《检查合同》）。<br />
&nbsp;<br />
③ 若审核不合格，认证中心通知申请人且当年不再受理其申请。<br />
&nbsp;<br />
④ 申请人确认《受理通知书》后，与认证中心签订《检查合同》。<br />
&nbsp;<br />
⑤ 根据《检查合同》的要求，申请人交纳相关费用，以保证认证前期工作的正常开展。<br />
&nbsp;<br />
<strong>（3）实地检查。</strong><br />
&nbsp;<br />
① 企业寄回《检查合同》及缴纳相关费用后，认证中心派出有资质的检查员。<br />
&nbsp;<br />
② 检查员应从认证中心取得申请人相关资料，依据《有机产品认证实施规则》的要求，对申请人的质量管理体系、生产过程控制、追踪体系以及产地、生产、加工、仓储、运输、贸易等进行实地检查评估。<br />
&nbsp;<br />
③ 必要时，检查员需对土壤、产品抽样，由申请人将样品送指定的质检机构检测。<br />
&nbsp;<br />
<strong>（4）撰写检查报告。</strong><br />
&nbsp;<br />
检查员完成检查后，在规定时间内，按认证中心要求编写检查报告，并提交给认证中心。<br />
&nbsp;<br />
<strong>（5）综合审查评估意见。</strong><br />
&nbsp;<br />
认证中心根据申请人提供的申请表、调查表等相关材料以及检查员的检查报告和样品检验报告等进行综合评审，评审报告提交颁证委员会。<br />
&nbsp;<br />
<strong>（6）颁证决定。</strong><br />
&nbsp;<br />
颁证委员会对申请人的基本情况调查表、检查员的检查报告和认证中心的评估意见等材料进行全面审查，做出同意颁证、有条件颁证、有机转换颁证或拒绝颁证的决定。证书有效期为一年。<br />
&nbsp;<br />
当申请项目较为复杂（如养殖、渔业、加工等项目）时，或在一段时间内（如6个月），召开技术委员会工作会议，对相应项目作出认证决定。<br />
&nbsp;<br />
① 同意颁证。申请内容完全符合有机标准，颁发有机证书。<br />
&nbsp;<br />
② 有条件颁证。申请内容基本符合有机食品标准，但某些方面尚需改进，在申请人书面承诺按要求进行改进以后，亦可颁发有机证书。<br />
&nbsp;<br />
③ 有机转换颁证。申请人的基地进入转换期一年以上，并继续实施有机转换计划，颁发有机转换证书。从有机转换基地收获的产品，按照有机方式加工，可作为有机转换产品，即&ldquo;有机转换产品&rdquo;销售。<br />
&nbsp;<br />
④ 拒绝颁证。申请内容达不到有机标准要求，颁证委员会拒绝颁证，并说明理由。<br />
&nbsp;<br />
<strong>（7）颁证决定签发。</strong><br />
&nbsp;<br />
颁证委员会做出颁证决定后，中心主任授权颁证委员会秘书处（认证二部）根据颁证委员会做出的结论在颁证报告上使用签名章，签发颁证决定。<br />
&nbsp;<br />
<strong>（8）有机食品标志的使用。</strong><br />
&nbsp;<br />
根据证书和《有机食（产）品标志使用章程》的要求，签订《有机食（产）品标志使用许可合同》，并办理有机/有机转换标志的使用手续。<br />
&nbsp;<br />
<strong>（9）保持认证。</strong><br />
&nbsp;<br />
① 有机食品认证证书有效期为1年，在新的年度里，COFCC会向获证企业发出《保持认证通知》。<br />
&nbsp;<br />
② 获证企业在收到《保持认证通知》后，应按照要求提交认证材料、与联系人沟通确定实地检查时间并及时缴纳相关费用。<br />
&nbsp;<br />
③ 保持认证的文件审核、实地检查、综合评审、颁证决定的程序同初次认证。<br />
