	原标题：美启动&ldquo;３０１调查&rdquo;，对中美经贸影响几何？</p>
<p>
	美国时间18日下午，美贸易代表罗伯特&middot;莱特希泽发表声明称，将根据美国《1974年贸易法》第301条，在涉及技 术转让、知识产权和创 新领域对中国正式启动贸易调查。</p>
<p>
	从美国总 统特朗普签署总 统行政令，到正式展开&ldquo;301调查&rdquo;，前后一周时间。美方此举意欲何为？将给中美经贸关系带来什么影响？中国应如何应对？记者采访了相关专 家。</p>
<p>
	意欲何为？</p>
<p>
	&ldquo;301&rdquo;制度自面世以来，就具有浓厚的单边主义色彩，一直为其他国家所反对。美方已经向国 际社会作过承 诺，以符合世贸规则的方式执行该制度。</p>
<p>
	业内人士分析，美国 内政治因素是推动特朗普此次行动的主要原因。特朗普欲借此兑现&ldquo;美 国 优 先&rdquo;的竞选承 诺，安抚国 内情绪，解决所谓的中美贸易不平衡问题。</p>
<p>
	也有观点认为，这是美国利用调查长达半年到一年的时间作为缓冲，为自己增加谈判的筹 码。商务部研究院区域经济合作研 究 中 心主任张建平指出，美国希望中国进一步扩大市场准入，比如在服务业、高附加值制造业等领域进一步放开。</p>
<p>
	要看到，中国在开放市场方面一直积 JI努力并成效明 显。目前，中美实施了百日计划，并明确了未来一年经济合作的方向。而且，中方还努力改 善外商投资营商环境，目前外商投资限制性措施JIN 剩63条，降幅高 达65%。中国在加强知识产权行政和司 法保护力度方面的努力和成绩也有 目 共 睹。</p>
<p>
	&ldquo;中美贸易不平衡的问题是两国经济结构决定的，也是长期以来全 球化分工的结果，美国不应急于求成，期待一夜之间就解决这些问题，应该有个过程。&rdquo;张建平说。</p>
<p>
	对外经贸大学教授王 直指出，中美贸易数字上的不平衡只是表象，从全 球产业价值链的角度看，JUE大部分利润Z UI终还是流向美国。美国对中国贸易的指责是站不住脚的。</p>
<p>
	影响几何？</p>
<p>
	美国发动&ldquo;301调查&rdquo;，将会对哪些方面、在多大 程 度上产生影响？是否会导致中美贸易战的爆 发？</p>
<p>
	&ldquo;调查涉及的具体产品和手段还不确 定，而且时间往往持续半年到一年，影响范围还需详细评估。&rdquo;王 直说，但可以肯 定的是，调查的产品在整个中美贸易中所占的比重有限。而且，鉴于两国之间经济上的深 度依赖，爆 发贸易战的可能性较小。</p>
<p>
	业内人士指出，对华启动&ldquo;301调查&rdquo;不会带来任 何积JI的结果，一旦引发贸易报 复措 施，美国企业利益也将受损。国 际金融协会日前发布的一份报告指出，一旦美国和中国之间发生贸易战，不JIN会损害中国企业利益，而且会损害上游供应商和下游分销商，如美国0售商的利益。</p>
<p>
	美国的举动也不会利好美国消费者。美中贸易全 国委员会曾发布的一份报告显示，中国商品出口到美国，使美国物价水平降 低了1至1.5个百分点。2015年，中美贸易可帮助一般美国家庭一年平均节省850美元以上。</p>
<p>
	&ldquo;美方发动贸易战，将对全 球贸易都会带来负面影响。&rdquo;张建平说，这是一个全 球价值链合作的时代，一件产品的原材料和组装往往在不同国家完成，中国会从很多国家进 口中间品和原材料，若发生贸易战，这些关联国家也会受到影响。</p>
<p>
	专 家还提醒，要警惕美国&ldquo;301调查&rdquo;带来的连带效应，谨FANG其他国家参照美国提出相应法案，让中国陷入GENG大的被动。</p>
<p>
	如何应对？</p>
<p>
	业内人士认为，由于目前并不确 定美方调查的手段、进展和结论，后续可能还有GEN多的系列政策措施跟进，中方应密切关注，充 分利用国 际规则，保护自身合法权益。</p>
<p>
	中方有 关 部 门此前已经表态。商务部新闻发言人表示，若美方不顾 事 实采取举动，中方将采取所 有适当措施，坚决捍卫中方合法权益。中国外交部方面也表示，在中美利益相互交 融日深，已经形成你中有我、我中有你的紧密格局下，打贸易战没有前途，没有赢家，只会双输。</p>
<p>
	张建平指出，如果美国对调查继续进行下去，一方面，中国会诉诸WTO规则解决问题；另一方面，也可采取相应的反制措施。美国对中国的出口市场很大，涉及大豆、汽车到飞机等产品，中国可以考虑反调查或使用替代进 口等。&ldquo;美国应该认识到贸易战的后果只会两败俱SHANG。&rdquo;</p>
<p>
	专 家还提醒，对于涉及调查的中国企业，应该及时做好应对准备，尽快完成贸易订单，对于正在进行的或今后要做的订单，要采取多种方式规避风险。</p>
<p>
	王直认为，除了利用国 际规则外，还应关注国 内出台的关于支持创 新、知识产权保护等方面政策如何GEN 好地落地、产生实际效 果。同时，中国也要努力从&ldquo;世界工厂&rdquo;转变为&ldquo;世界总部&rdquo;，在研发、生产、销售等环节进行全 球化布局，才会尽可能降 低&ldquo;301调查&rdquo;等类似手段带来的影响。</p>
